Can I be forced onto Fuel Direct?

Hoping someone can help.
I am having a bit of a set too with northumbrian water. Recently we set up a payment plan with a payment card. Now today I get a letter saying that I am having deductions taken from my JSA adding up to £26 a week! I can in no way afford that. £10 of that, NW want. I called NW and they said I had no choice, now as far as I know being of sound mind with no court order, I should have had a form asking for a signature first. Plus, how did NW get my NI no. The only people with it are the DWP.
Anyone know of anything I can do?
