Yes, 25,000 extra homes is a dire outcome in the mind of core Tory voters. Wonder how long it'll take for them to backtrack on looser planning?
Planning reforms unveiled a year ago have led to an extra 25,000 homes being built and MPs and campaigners are warning that the situation will get worse once the new rules finally come into force this week.

You haven't really got the point of the story across very well...if at all.
This is more about using brownfield sites before greenfield sites.
Builders are using greenfield sites in order to up their profits, while brownfield sites are left abandoned with full planning permission. Thats a bit of a nonsense really, and again, a land tax would sort it, but builders seem to be becoming a bit untouchable like banks it seems.

Tax of 10% on land value per annum if it has planning permission should do it.

In the absence of a lot more funding for development and mortgages, it would do no such thing.
Builders can't build what they can't sell, and being forced to sell at a loss would put them out of business.
So they'd simply revert the use to farmland, and stop getting planning permission on any new lots until they had buyers lined up.
