Tower Hamlets Council London parking ticket

Hi,
I have been issued 2 parking tickets by the above mention council. I was notified when my com
Any had paid them and gave me a deduction from my salary. The council are now saying that I can not appeal the tickets as payment is an admission of fault.however both tickets I feel should not have been valid.
Ticket 1 - Photograph taken from rear of heavy goods vehicle, only showing rear aspect. In fact the vehicle had over heated and the front bonnet open with the header tank leaking coolant. The vehicle was not able to limp to its depot, 2 miles away without causing huge damage to the engine.
Therefore the vehicle was left to cool, and then moved to depot.
Ticket 2- Having completed 4.5hrs continuous driving, under tachograph rules. I am required to take a 45 break immediately, due to traffic conditions I was unable to reach an area in which a heavy goods vehicle can park. With the loading/unloading bays only allowing 20min stops, they would not cover the time frame I needed. The car bays allow 2hrs with no return within 3hrs, however my class of vehicle is not suitable for these bays. With the council controlling parking, would it not be fair to say. What provisions are in place by them for heavy goods vehicles?
In the end I found a disused fire station that closed many years ago and park directly outside the boarded up fire engine entrances. Causing no obstruction to other road users or pedestrians. However he council have said "tachograph rules are not a valid reason"!!! Really? So are they then telling me to break EU laws of the use of a heavy goods vehicle and to ignore the 4.5hrs continuous driving rule.
So the long and short of all this is......
Looks like I will be fighting this for months, rather than take a common sense approach to the matter. "oh!! :-) I have assumed that local councils have common sense,to which we all know the answer to that :rotfl:
