on leaving airport and just past 1st roundabout and on exit road the engine started to falter it was not pulling car it felt like it had run out of fuel but it had a plenty in tank was at 50% i did not turn engine off and with foot still on brake tried to get engine run correctly using gas pedal and trying to get a response i was stopped for about 3 mins the car eventually started to run correctly after which i drove off i then got a parking ticket. i appealed but the airports response was no stopping under any circumstances apparently this applies even if your engine fails to pull the car along the road. I HAVE NOW APPEALED THROUGH THE GOVERNMENT AGENCY CALLED POPLA AND WAITING FOR RESPONSE WHICH WILL BE LATER IN THE MONTH.
i ASK WHY DO THESE IDIOTS DO THIS EVEN WHEN TOLD OF THE REASONS

It's no breach of any kind if you break down, you weren't even parked so how can they give a parking charge notice ? Anyway it's a shame you went to popla without asking advice here first, because its likely going to be turned down.

Anyway the good news is that even if it is popla decisions are NOT binding on you at all, so don't cough up just because they say you have 14 days to do so. The only way they can force you to pay is to go to the small claims then win the case, this is so not going to happen as the judge will laugh it out of court.

Finally popla is not a government agency, it's owned by the bpa who are the trade body of the parking companies, it's so independent !

  • Who actually issued the ticket?

VCS are not going to go to court on this either, just ignore them and whatever popla comes up with

Please add some more evidence to your POPLA appeal, I understand you will have a deadline to add more. There are certain things you need to say about lack of ownership of the land by the private company who issued the piece of trash, and demanding their contract, to be sure of winning a POPLA appeal.

Please DO NOT rely on your break down circumstances alone.

See here, scroill to my post #126 for an example of the sort of issues to add:

and here for 2 threads discussing successful & failed POPLA appeals:

Your best outcome is if POPLA cancel this scam PCN. Give it your best shot, at the PPC's own expense, to get this knocked on the head by Shona at POPLA.
