Penalty Charge Notice

Came back to my car last night to see a plastic bag with a yellow sign with the Words "Penalty charge Notice" on. As it was dark it took a moment to see this was not the genuine article.
This was in an area near to a rural station with free on street parking. I wasn't parked obstructing a drive or on a corner. Clearly one or more of the neighbours feels strongly about rail travellers parking on their street and their was a photocopied note inside which has a paragraph about the local residents feeling strongly, being fed up with "people like you" alleging that measures would be taken to remove the vehicles and in big letters a reminder that "Vehicles are left at the owners risk"

Questions

Are they doing anything naughty by simulating a parking ticket?
Would you take the last line as an implied threat?
Would you take any action e.g. talk to the local police?
Your possible actions are to park elsewhere, use another station and pay for parking, ignore them

    I would leave a note on your dashboard to that effect.
    The person/s leaving harassment letters upon this vehicle have been reported to the police, before these person can be arrested and prosecuted they must be warned that their actions are causing alarm and distress.
    This is your warning: that your actions are causing Alarm and distress by making threats to damage my property and affixing fake police Penalty charge notices .

    I think you have summed up your options well.
    1) ignore them with the attendant risk they might not be bluffing or
    2) find elsewhere, paying might be cheaper in the long run.
    Whilst they have no more legality than the local ppc they may well fulfill the implied threat and it would be very difficult to prove who did it.
    I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.

    Add to that, "this car is fitted with CCTV", even if it's not.
