CCTV ticket received - to pay or not to pay?

The area I live in has just had a controlled parking zone put in place.
Part of this includes double yellow lines on a curved area of the road. Residents were informed that the attendants would be patrolling the area from the end of January. Bearing this in mind I parked on a double yellow before the enforcement was due to begin.
A mobile CCTV ticket arrived in the post a few days later. I wrote a letter of appeal which was rejected.
I'm quite fed up with the council's attitude which has been utterly belligerent to the fact that they gave the impression that the parking zone would not be enforced and therefore I parked on the double yellow.
Is this worth fighting or should I cut my losses and pony up?
(I should add that there are no noticed that CCTV maybe in effect in the area, and there is no reason for CCTV to be used rather than parking attendants)

I would fight it, but this may sound strange as I can see you are an mse veteran, but to do so its probably best to get the help from https://www.pepipoo.com on this, they are the experts on the net when it comes to council PCNs . They will need to see the letter sent to you, and signs , google streetview etc, if you read the FAQ over there they will explain how to do that.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Your last points in brackets are good appeal points. See this link which is a Chief Adjudicator's report excerpt, specifically about the failings of CCTV issued PCNs and the guidelines that Councils don't follow properly:

Also any yellow lines (or bays, anything new) are only enforceable if the Traffic Order which created the restriction is 'live' on that date. Otherwise they are just yellow paint on the road.

You will need to include in your first post, pics of the PCN (all pages) and the place where you parked.
And check the Council's website to see if the Traffic Order that relates to that road is linked there. If not then email the Council for it or call in and ask for a copy in person (they have to give a copy to any interested person as it's a public document). Do not ask for it under the FOI Act, it's not needed in this instance, you can get a copy of a Traffic Order without fuss, cost or delay.
Just to add though, that a CPZ ONLY relates to the single yellows in the zone. Double yellows are 24/7 (no signs needed) and not part of a CPZ as such, nor are any bays subject to the CPZ, they would be separately signed.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have an update!
Dropped an email to the council to request a copy of the traffic order and lo and behold, the reply came saying that they had cancelled my PCN as the order was not valid when the PCN was issued. Sorry for the inconvenience blah blah blah

Last year i got a ticket when there were no lines.
I was told lines were due to be painted - and i should have known that :rotfl:I wasn't even from the area.
Obviously it was overturned. Councils are a law unto themselves.0
