UKPC Debt Recovery HELP!

I recently received a parking penalty fine from UKPC for parking without a permit showing in the vehicle. The space is allocated to the apartment I have been renting for 3 years. It was only a year and a half into the tenancy when UKPC took control of the underground parking.
I have owned a valid permit and have always had it displayed until the date the ticket was issued. I was parked in the spot without my permit showing. It wasn’t in the window at the time as I was using my Mums vehicle whilst mine was in for repair. I swapped the vehicles over and forgot to stick the permit into the window of my vehicle, infact I stuck it on and it fell off into the footwell. Brilliant.
It states that the vehicle must clearly display the permit on the signs around the carpark.
This is an underground private car park, I have never seen anyone patrolling the premises. I have reason to believe it was brought to UKPC’s attention by a contractors vehicle that has blocked my vehicle in on a number of occasions, on those occasions I put a snotty message on their windscreen, so I think they have seen my car without the permit displayed and contacted UKPC to get their own back. I cannot prove this though.
When I received the fine I went through their appeal process and said the following…
“I’ve been a resident of …… for 3 years now. I have parked in the same location throughout this time, the two parking bays are allocated to my apartment. On the days prior to receiving the ticket I had to use my Mothers vehicle whilst mine underwent repairs. I had displayed the permit in the window of her vehicle and when mine returned I placed the permit back into my car the same day the fine was issued. I placed the permit on the dashboard and discovered it has fallen into the passenger foot well. Please see attached photos taken later that day displaying the permit & a council tax statement.”
I also filled in my details online, name, address, phone number, vehicle reg etc.
I have not admitted I am the driver, everything I have told them is mentioned above.
After reading up on threads on the internet I found that people chose to ignore all letters from the companies and since then I have chosen to do so as well
I have now received a letter from Debt Recovery Plus Ltd. asking for £150.00 and being threatened with County Court proceedings. The letter also proclaims that I am in breech of Section 4 of schedule 4 of The Protection of Freedoms Act 2012, which refers me to ‘The recovery of unpaid parking charges’ section where it states ‘the creditor has the right to recover unpaid parking charges from the keeper of the vehicle if certain conditions are met’.
A few questions;
1) As I’ve entered my details am I going to have to pay this, if I don’t will I receive a CCJ?
2) I am not the registered keeper of the vehicle my father is and it is registered at another address, how would this affect me (if at all) if I chose to ignore it further?
3) I am also due to end my tenancy in the apartment in two weeks which will aid me in ignoring it but will it come back to haunt me? If post is returned from this address after I leave will it be sent to my parents address if they search with the DVLA for the registered keeper?

Okay they are not going to write to your parents as they know who was driving, and they cannot go back now to them. Pofa 2012 is meaningless now as they know who was driving, so ignore anything about that. I advise getting your post redirected (which you should do anyway) as they will send you a series of letters with outlandish threats.
It will not go to court, you will not get a CCJ even if it did as you will still have a chance to pay before that, but you would not lose so its academic.
The most important thing to do is ignore UKPC, Debt Recovery + and Zenith who are in fact DR+ pretending to be someone else, when you get the letters look at the very bottom to see who owns them.
Read some threads here and familiarise yourself with this SCAM, and relax put your feet up and wait for the next threatogram, and by the way its NOT a fine!When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

...and last but not least, I replied on this thread (below) about 5 minutes ago, very similar and tells you about - and shows you in another linky - pics of the Zenith letters to laugh at as well! The whole computerised scamogram letter chain will come to you as you have appealed - they cannot now go back to bother the registered keeper (get the PO to set up Mail Redirection for you for six months, that's what people should do when they move anyway IMHO so all letters go to your new address).

I got a ticket from UKPC in July last year. I have now received the full set of letters from them (UKPC, Debt Recovery + and Zenith) the last which I received at the end of October last year. I have heard nothing more since. No court summons, no debt collectors knocking on my door, not a peep.
Stand firm and just wait for the full set of letters and get on with your life and relax.:)"You should know not to believe everything in media & polls by now !"

Wait until you get the zenith collections letters and compare the signatures with the debt recovery letters, same signature two different people been there played the game and ignored0

Hi, i have been reading through some of the posts on here about UKPC Parking tickets, and was wondering if any1 can help me. In November last year i got a parking ticket from the UKPC. I had gone to the cinema on site and after spending half an hour driving round trying to park parked on a curb, i wasnt on any yellow lines or obstructing anybody from coming out of a space. On the site are 3 restaurants a 12 screen cinema a bowling alley and a gym, there are nowhere near enough parking spaces.
So i wrote to them telling them that there wasnt sufficient parking on site and that what other choice did i have as i had already purchased my ticket online. I then got a letter back from them saying that my claim had been rejected and that i would have to pay the fine. I then found this forum saying that this had happened to other people and that i should just ignore the letters. I then got a further to letters saying that the fine had bnow gone from £40 to £140 and if ido not pay this fine then i will be taken to court and a ccj wil l be taken out against me. They are quoting the 'protection of freedoms act 2012' in the letter which i dont quite understand.
I was just wondering if any1 could help as i cant afford to pay a £140 fine let alone anymore if i do get taken to court. Any help would be greatly recieved as i am really worrying now.

It's not a FINE, it's an invoice. The new law changes nothing and you don't owe them a penny. Those letters regarding court and CCJs are just hollow and meaningless threats designed to scare people into paying up. Just relax, you have nothing to worry about.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

Hi,
The first thing you must realise is that UKPC probably have no legal basis to fine you in the first place. The "fine" is in fact simply an invoice they are inviting you to pay.
They work on people being scared by their letters and paying up anyway. Their appeals processes never work either because it wouldn't be in their interest to turn down free money.
The protection of freedoms act 2012 applies in these cases only in that UKPC can now chase the car's registered keeper for tickets, rather than the driver of the vehicle at the time. It also sets up a new appeals system called POPLA, but that's proving to be in the pocket of the parking firms.
Regarding a CCJ and its impact on your credit rating, UKPC would have to take you to county court (very, very unlikely, as UKPC very rarely take anyone to court), they'd have to win (even more unlikely) and you'd then have to fail to pay any damages awarded by the court in a timely fashion.
UKPC will keep sending letters (under the names of Debt Recovery Plus and Zenith collections, but they're the same company) and will then go quiet. I will admit I'm a newbie here, but if you search for UKPC threads you will see the same pattern.0
