Answer: Two?
General consensus seems to be two, which I tend to agree with. The image resolution isn't great, so you can't zoom in for a better view, and so it's difficult to tell which cars are parked, and which are moving!

T&Cs: The closing date for entry to the prize draw is 31st March 2013. Only one entry per person. Employees or family members of English Heritage, RCA/HMS and RCA/HMW are no eligible for entry to the competition. One lucky winner will be selected at random in a prize draw and will be notified within 6 weeks of the closing date. The winner can choose the print either in the format of: a photographic print, OR a framed print, OR a box canvas print. We reserve the right to make changes at anytime.

I would agree TWO as I reckon it refers to those marked below and not any of those in Parliament Square or Broad Sanctuary.
