how to set up a meeting with health care and education professionals

i have a friend who has a 8yr old autistic child,( high functioning) with adhd, for the last 6 months it has been a nightmare for her and she is trying to get respite through social services, and has also tried to involved other outside agencies for help

He is very angry and it seems to be his way or no way, he can be very voilent towards his parents and siblings and my friend has had numerous bites bruises kicks etc. If you look at him in a way he percieves as wrong that can set him off and when she tries to talk to him in a calm way , he always says she is shouting and being aggresive even though she is talking fairly quietly.

she wants to set up a meeting between the school, social services , the ep and cfax to try and find a way forward as he is struggling in school as well and the school just say, he is meeting targets and is not showing any behaviour in school. just wondered does anyone know is their an easy way to set this up

She should use the comon assessment framework:

once a referral is made, it has to be followed up.
She can ask one of the sympathetic professionals involved (school nurse is often a good contact) or her local branch of the National Autistic Society to help (or contact their head office if no local contact)
I have known parents fill the form in themselves, and find out from their local authority where to send it.
It looks daunting, but just take it a step at a time, and maybe if you are a good friends, you could help her?
