Variable ISA rates question

Hi,
If I was to start a Variable ISA(e.g 2.8%) can this go up or down anytime over the next 12months or would a fixed rate be a better option.

Also are the rates likely to change before April 6th or keep going down?. I know this is really a how long is a piece of string question.

I will be grateful for any information received.

    Not of your question really.

    Variable means it can change. Fixed means it is fixed for the agreed period.

    Which is better is down to your preference and how you think rates might move.
    Remember the saying: if it looks too good to be true it almost certainly is.
