Refund from seller failed

I've been waiting for a refund from a seller after going to ebay dispute.

The refund was due to be received by 21st Jan, just received an email from paypal saying refund had failed.

The refund sent by mr nobody (nobody@nowhere.co.uk) did not clear from the sender's bank. You have not received funds for this payment in your PayPal account.

Please contact mr nobody regarding this refund.

I've looked on the dispute and there is nowhere to reply only close dispute when funds have been received. Do have to wait until the 21st before I can do anything now?
