Replacement flat roof and insulation

Hi,
Been given the following quote which seems rather high to me. Can anyone advise? We had another flat roof of similar size done in Firestone EPDM a couple of years back for a little bit more (incl. reboarding). I quite like the look of the EPDM and have always heard negative things about felt.
Job specification
Carefully remove bottom two rows of slates and save for re use
Cut out chase to parapet walls and chimney for new lead
Remove old gutter
Supply and fix new black ash PVC fascia
Carefully remove old felt roof covering
Supply and prime up stands with bitumen primer
Supply and lay one layer of HT250 high performance felt
Supply and lay 100mm multipurpose flat roof insulation boards bedded in hot bitumen
Supply and lay one layer of 3h vent felt
Supply and lay two layers of 250 high performance felt bedded in hot bitumen (rolled and poured)
Supply and fix new drip batten
Supply and fix new black sq. line gutter
Supply and fix new high performance mineral drips and up stands
Refit slates to roof
Supply and fix new code 4 lead cover flashings to chase of parapet walls and chimney
Supply and paint two coats of white solar flex paint
Clear all waste
For the sum of £4578.00 fully inclusive of VAT.
Including Ten year Insurance backed guarantee through the confederation of roofers.
Roof size is around 20m2 I believe.

Get another quote and see.
At these prices is it feasible to put on a conventional roof? Trusses and tiles are cheapish - or just put on a cut timber roof?
All flat roofs have a limited life span.0
