Do I just buy the 13kg propane cylinder?

The instructions for the burner say 700g/h.

Just buy an old empty cylinder on fleabay and exchange it for a full one?

All you need is the cylinder yes.

Getting one on fleabay.....hmmmmm personally I wouldnt just for safety's sake really even if its empty, which brings me to the second issue - the gas companies will only take their own bottles back unless they have recently changed supplier, for instance my local garage used to stock flogas but have recently changed to calor, for the next 6 months they will be taking back the old flogas bottles and exchanging them for the calor ones.
