Double glazed window refusing to open

Hoping someone can give a rough idea on how to solve this.
I live in a first floor flat, and one of the windows in the living room will not open. Before the daft suggestion, it is unlocked! It's just the actual window will not open itself from there. Obviously I do not want to use brute force on that, but any ideas what it could be, how I would repair it, and likely costs?
For information, the flats were built in 2006, so I expect parts if needed to be available.
