Today's question is dedicated to all our Scottish posters and especially to the highly esteemed IveSeenTheLight.
‘Full fiscal autonomy’ (aka Devolution Max) was put forward as a possible option by the SNP in the forthcoming referendum on Scottish independence. Currently the Scottish Parliament can vary income tax rates by up to 3% upwards or downward but to what extent have rates been changed by Holyrood?
