Why don't government depts talk to each other?

It's hard enough to deal with sorting out the finances post death. I am getting so fed up of ANOTHER letter from HMRC or DWP asking for further information.
The latest letter asks for details regarding mum's death for her winter fuel calculation. It has come from DWP. DWP had all this info by phone on 5 Nov, then written in a form returned when they sent it out, and on another form to 'check' something...and now I'm being asked for these details again.
Why can't they just check their computer and get all the info they need? Why do I need to fill in yet another form?
Rant over...if you're recently bereaved, I'm sorry for your loss and be prepared to repeat yourself over and over to the government departments.:(

I thought winter fuel was easy unles you fall into the might get it catagory.
if you are living at the end of the qualifying week(23 sept 2012) you get it, with a couple of exemptions, long term hospital, care home, prison , some benifit.
Winter fuel seems to be a black hole in the DWP, I tried to claim 1/2 fuel allowance after an Oct 2010 death but gave up it was not worth the hastle.
I am in favour of the various parts of goverment no being able to access th records of others.0 -
So you think the winter fuel allowance, run by DWP, should not be able to use the info I've already given DWP on Mum's death? That a further form, with associated costs of postage, staff time to process and complete is preferable?
