chimney cowl question

hi
had a roofer around to look at the very draughty chimney. when its windy outside i can feel the wind coming in the house through chimney vent in bedroom and in old boarded up fireplace in living room right below.
he recommended a chimney cowl to be fited and quoted £150 incl part and labour for 2 cowls.
question is:
1) do cowls really make a difference to downdraught? from what i can see they still have fairly large space for ventilation?
2) any particular type of cowls to be fitted? i was googling and found this which seems ideal. any thoughts?

Price seems fair to me, although really depends on roof & access.
