Must make two telephone calls a month

Just signed up for a BT broadband package which includes free UK anytime calls. I note that I am required to make at least two telephone calls a month or pay a penalty of £2. Not a problem but was just curious as to why this is? Why would it matter if I did not make any calls at all seeing as to how they are free anyway.

The calls are not free, they are inclusive.No free lunch, and no free laptop0

because, despite being free, if you use it twice you may use it more when they are not.
And because it stops people taking lines and not using them - the guy at Virgin couldn't understand how why I have my home line when I don't use it...my answer was simple, it made the bundle cheaper.0 -

I did think it might be to encourage people to use the landline phone. A lot of people now, apparently, only use their mobile phones and just use the landline for broadband.
Do you mean you dont even use the landline for broadband? Is the Virgin broadband "cable"? Still it is a good reason to have the landline if it makes the bundle cheaper.
In my own case I will be moving house shortly and may be without my landline for a month or so. If I dont make the two calls a month I will pay an extra £2 per month.
I will still benefit from the BT package because I have access to lots of wifi hotspots.0 -
The intention is of course toe hope that you will fail to make the minimum 2 calls per month, and then can be surcharged. If only 1% of customers fall into this category, it's still worth millions per year to BT.No free lunch, and no free laptop0
