Basements Party Wall Act does not protect adjoining owners

My neighbour has constructed a basement and produced 3 floors of damage to my house £28000. The Party Wall Act is useless. I have got agreement through third surveyor that I have damages and then to keep the other surveyors happy he awards me£2000 which does not even cover the scaffolding to reach the external repair.
The surveyors say redecorate part of a ceiling part of a wall ( I have an open plan house) this would look unacceptably awful.
Basements are seriously bad for your heatlh and wealth 8/10 properties have been damaged and it is almost impossible to get help through the Party Wall surveyors.
If you have any ideas how can get further redress pls advise. I do not want to go to court as is very epxensive.

    Have you tried your house insurance company? If they won't cover the actual damage, you might have legal cover included too. Or could you find a solicitor to give you 30 mins free advice.

    Were the 3 surveyors suitably qualified and experienced party wall surveyors? If so they should have formal complaints procedures and failing that a complaint lodged with their professional institution and a claim lodged against their professional indemnity insurance.

    More importantly what did your surveyor say the defects would cost to rectify? and why the disrepancy between the Third Surveyor's valuation of £2,000 against yours of £28,000? That is a hell of a lot of re-building compared with a bit of re-decoration, someone has got their figures seriously wrong.
