paypal sending money, credit card

Hi,
I dont know if this is the right forum.

I need to send money to a relative that is abroad at the moment, so I am going to do it by paypal, the thing is I am going to have to use a credit card, I know if I send it as "goods" it will not count as a cash withdraw, but paypal will take a 3% charge I think.

So my question is if I send it as a "gift" "or personal payment owed", does this count as a cash withdrawal or not?

    I don't know the answer to that, but it is worth remembering that you will incur paypal charges even if it goes as a gift as you are not funding it from an existing balance.

    Thanks for the reply, I am more concerned about being charged as a cash withdrawal than paypal fees, which I would rather avoid. Does anybody know the answer? Because I need to send the funds in the next 10 min.
