Help with bathroom radiator

Am hoping that someone can help so that I can avoid having to call out a plumber.

The radiator in my bathroom is a ladder style/ heated towel rail, and the top 2 rungs are nor heating at all. I suspect that it might need bled but can't find out where to put the key as it is different from a normal radiator. Can anyone help?

There should be a valve on the very top of the radiator

Ours has a grub screw with a slot on it (for a flat bladed screwdriver) on the top of one of the uprights.
I used to be indecisive but now I am not sure.
