New Seller - Able to Post to Europe?

Hi all,
Just wondering if any of you experienced ebay sellers can help me.
We've recently started selling some items on ebay and so far, have only sold 2 items.
Our items are listed saying that we'll post to the UK, but I've now had a question asking if I'll post the item to Belarus and if so, how much would the postage be?
The information about selling internationally on the ebay website states that:
* we need to have 10 feedback points from selling
* we have to have had our first successful sale more than 90 days ago
As we only have 1 feedback point from selling so far, and our lastest sale was only 7 days ago, do we have to advise the potential seller that we can not sell the item to them?
Or are we able to let them bid and if they win, just alter the invoice to reflect the higher postage cost to Belarus?
The item is not high value, it is just childrens-wear.

If you don't meet the criteria I'm not sure they would be able to bid.
Belarus is OK to sell to, it's a political heck-hole (still thinks it's part of the USSR; it's the subject of my doctorate research proposal, in fact) but that wouldn't stop people paying good money for what they can't get over there. I sent something over there a few years ago and they paid cash in a registered envelope which arrived with me safely.
