New credit card stolen and ALL balance spent, debt collectors chasing me

I have been very ill the last year, and suffer such cripping depression I dont leave home for a week or so at time.
I had a junkie neighbour steal over a £1000 worth of my letters and packets and get credit in mine and other peoples names(he knew of my illness) and I never checked bank statement for months(wasnt even getting them to be honest)
I destroyed my old card 2 years ago as I never used it but found out they sent a new card out and it was activated and used.
From what I gather they are trying to get out of responsibility by saying person knew my phone number and personal details(easy to find when he has my national insurance number, date of birth and was stealing birthday and christmas cards) and the way fraud team spoke to me was I spent the money and crying fraud to get freebie.
Anyway I made a complaint, waited 2 weeks but was still getting calls about 7 times or more a day saying either I pay a token amount of at least £50 a month towards bill(which to me means I admit the debt!?) or fill in a form detailing my income and outgoings but doing so will affect my credit rating!
Lose lose situation!
Can they even pass it to a debt collector when the debt is in dispute and a complaint has been raised and speaking to fraud team? Getting calls and letters from a debt collector saying they will doorstop collect(which I know isnt legal)

Oh and on a related matter Jacamo are chasing me for a clothing order that I didnt make and say I have to prove it was not me that ordered.0

How does your neighbour know so much about you?0

How did he manage to steal all you letters? Are the police involved, has he been charged? There is little you can do unless you can at least show the police are investigating the alleged crime. Seems strange that he got all you letters considering you never leave the house. Playing devils advocate you need to look at it from the fraud teams point of view.0

It's a communal letterbox and at first I thought the letters were going missing or did not expect certain letters, then when thing started going missing did not know the guy was a junkie, it was only after doing a little research I found out he was, and he and his girlfriend(where he spends most of his time) was in jail for stealing from people with dementia when a care worker(disgusting if you ask me)
The police were involved last year this time when a benefit payment went missing, but only again 2 months ago when i reported the letters(until then the police just said it wasnt a police matter for identity theft)
Plus the depression is so bad I often dont even bother trying to sort things out, as I have no landline and use free wifi internet I have to walk over a mile for somewhere to make a free call.0 -
You will need to report this before anyone of these even starts to take it seriously0

Every day on the off chance mail is delivered? Not sure about your postal service but i've had mail as early as 7am and as late as 3pm. Thats quite a big delivery slot. You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0 -

Would agree with this.0 -
Go to the police. Tomorrow. Go to social services. Tomorrow. Get hold of anyone you can trust to help you. Do not delay.
And on the depression side of it, please see someone to help you try and work things out or at least a way that you may start to try and deal with yoru depression. I know how you feel and I know you need to start getting some help right now.
