fuel surcharges on holidays

can anyone tell me what the situation is with fuel surcharges. I was under the impression these had been scrapped yet when I got my final invoice for our holiday in May we have been charged £40 each. On speakiang to Thomson I was informed it was because we booked it last year before it was abolished. I thought this surcharge was at point of departure which is why they say they can charge you more for it after booking!!! Does anyone know anything about it or had a similar situation??? Thanks heather
