Can't go to the police for cheque/credit card fraud now ...

This could potentially have an impact on cases of fraudulent Paypal chargebacks - if you now go to the police about one of these, it looks like the chances are that they will just tell you to report it to your bank.
The banks will then decide which - if any - cases they think are worth passing on to the police. Which is bad news for Johnny Public, and good news for Johnny Scammer since banks will inevitably have a much higher tolerance level for fraud than individuals, as they factor a certain level of loss through fraud into their margins.
I'd hazard a guess that any Paypal / Ebay fraud for less than £200 - £300 will now be completely ignored by the banks, and therefore will never reach the hands of the police at all.
Think I'll give up selling on eBay, and take up scamming instead - not only is it more profitable, it seems that now it is going to be easier and safer too!!

I usually contact the news media about any nice, juicy fraud rampant on eBay or PayPal stories. They often run them on "slow" news days as fillers. I also write "letters to the editor" of the local rag in a scammer's home town to warn residents that a crook lurks in their quiet neighbourhood. This is after I've filled a Police complaint so when the editor calls for confirmation - they'll get the standard, "can't comment on an ongoing investigation" rather than "don't have any information". All designed to slowly build pressure for more Police resources being put into investigating online fraud - one of the UK's growth industries :-)"Money is truthful. I too see this with a slight conspiracy spin. Credit card and money fraud has been increasing even with the advent of chip and pin, so if these crimes are now downgraded to being just a bank matter the Government can claim to have cut fraud.
