Double yellows in parking bay - last day to decide whether to pay or appeal - help!!!

Hi,
I recently parked in a parking bay that contained poorly maintained double yellow lines (parking bay markings also not perfect but in better condition than the yellows, such that I thought they were applicable). I then received a PCN for parking on said double yellows. I appealed to the council (Leeds) on the basis of contradictory markings or signage and was rejected. I find it staggering that a bay can be painted in the presence of double yellow lines and the council can then fine you, so I am wondering whether I should wait for my NtO and take this further using the independent adjucator (Traffic penalty tribunal service of England and Wales). I have until tomorrow to pay if I want to take advantage of the reduce rate. Do I pay or take this further? Any help MUCH appreciated.

Grt pics of bay and GSV and post onto pepipoo.com. This sounds complicated and is up their street. They will need to see BOTH sides of the pcn so copy it and remove personal details, leave dates on.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Oh and the raod in question is Raglan Road in Leeds, but street view is out of date0

Pepipoo is the appropriate place for this query, they have forum members who specialise in council PCN issues, so it's best you maintain your thread there.
Don't forget to upload the rear of the PCN. It doesn't look like you've put that on your Pepipoo thread yet. They need to see everything

OK, I have now added a pic of the reverse of the PCN to my pepipoo post. Still waiting for any advice on my actual fine though..... If you think you could help I would appreciate you casting your eye over the pics0

If it was a parking bay then there must of been a plate sign. Can you tell us what it stated and was there any wording on the road surface adjacent to the bay markings?PLEASE NOTEMy advice should be used as guidance only. Thanks for your message Tilt. There is no wording on the road surface at all. The sign is simply a 'pay and display' sign. The street has bays along the entire length serviced by a meter (which I used) but 2 or 3 of the bays have some double yellows running through them. For at least two of the bays these are very broken owing to them being painted on cobbles and appear old. For this reason, and the fact that a bay is clearly marked, I assumed these did not apply and parked there. As far as I have researched councils cannot fine in circumstances where signage/markings are incorrect or contradictory, so I'm sirprised my appeal has been rejected. My next step is the independent adjucator. Any thoughts?0

Difficult to say without seeing some images. Looking on street view (which I appreciate is out of date) it appears that some of the bays have the words 'permit holders only' painted in front of them.
