Anyone else fed up of buyers 'making up' their own invoices?

Just wondered if this is happening to anyone else? I recently sold 2 items to the same buyer, before I even had time to send the invoice offering combined p&p, I received notification of payment - and the buyer had ''decided" how much p&p to pay!
They then bought another item from me, I sent an invoice clearly outlining total p&p (by the way, I do not aim to profit from p&p, it's done at cost). I receive payment 4 days later, and it's short by £0.60. Whilst it's not a huge amount, nevertheless, it leaves me out of pocket. And I think it's very cheeky, as a matter of principle I have requested that they pay the outstanding amount.
Yesterday I sold another item and the buyer has sent me notification of their payment - minus the postage and packaging costs!
Both payments were by Paypal, and I am concerned that buyers can "re-write" their own invoice. I thought that wasn't possible, perhaps somebody can correct me or shed some light on this?
Thanks in advance,

The only time I've had the option of entering the p&p amount has been when none was specified (in the p&p field).
This is most likely in the case of an international sale.
For UK -> UK Sales where the postage is specifed (in the p&p field as opposed to in the body of the listing) it has always been fixed.0 -
In your Ebay "Selling Preferences" there is an option under "Payment from buyers" entitled "Allow buyers to edit payment totals". Set this to "No".
You will still be able to edit your invoices and give discounts.
I'm not aware that the buyer can edit anything in PayPal.0 -
Im sick and tired of people who assume all sellers combine postage, even though all my items are already parcelled up ready to go.
And not only that, half of them just choose to ignore your emials if they are bidding on other stuff of yours that ends in 2 or 3 days time.
So for 2 or 3 days you think they are just nonpaying bidders!!! ARHGHGHGH0 -

Did we ever establish on here what the risks of combining postage were with regards paypal non receipt disputes?
The 2 scenarios being:
1/ Buyer wins multiple auctions you send a total invoice with combined postage buyer makes One paypal payment.
2/ Buyer wins an auction pays for it immediately but then asks for you to hold on sending it because they are going to bid on a future auction of yours.
They win you send an invoice with reduced postage, they make payment. Result is Two paypal payments.
The second scenario is the one that concerns me (although I have done it for people in the past ) as a buyer can in theory file for non receipt if they only recieve one parcel. Would paypal have the sense to establish you sent one parcel containing both items?
BTW Kriss just spotted your last PM very informative - thanks pal. I'll have a look at what I've got when I'm in Ireland in the summer.0 -
if the buyer has not paid the correct amount of postage refund thier money , then send an invoice with the correct amount to be paid . if they will not pay wait the 7 days then start the npd against them.

i always have a rule regarding this .
i send out the same amount of parcels per payment.
if a buyer wins one of my actions then pays , then wins another and they want combined postage , i would refund the first payment and ask for a combined one.
why should they get a discount and me pay for both sets of payment

Just be aware that there's a problem with eBay's postage combining system at the moment, so it may not be the buyer's fault. I reported it to Powerseller help a couple of weeks ago and was told that it's being investigated as it's affecting a number of users (but not everyone).
From my experience so far it will over-charge if the buyer:
- buys multiple items from a shop listing or dutch auction as well as single items
- is from Europe (one poor woman got charged £9.80 for what should have been £2.10 P&P!)
and will undercharge if the buyer:
- is from the USA (luckily the woman who got charged 2p instead of £2.20 was very understanding)
My Paypal refund button has been doing overtime in the last three weeks and no-one at eBay seems to be able to tell me what's causing it or when it'll be fixed

Some members have reported that during checkout, combined postage does not always reflect the discount indicated by the seller, particularly for overseas items. We wanted to let you know that we continue to investigate the problem and are working to complete the fix as soon as possible.
