This site will answer all your questions on Croatia
http://www.visit-croatia.co.uk/
I advise on signing up ( NO SPAM SITE ) and using the forums .
Local and UK based accomadation and tour operators post on the forums and the site is very informative icluding car hire and how to get there.
Your best and cheapest bet for Rovinj would be to fly to Venice Marco Polo, Treviso or Trieste and hire a car there with insurance to travel through Slovenia into Croatia , its an easy drive and cheaper than flying direct to Croatia and hiring a car there . Full info on the site .
ENJOY !

I've travelled to Istria on a number of occasions. You might be able to book seats on a Charter flight to Pula, which would be the easiest option.I've used Ryanair to Trieste and then got the bus to Porec or Rovinj, but it can take along time. Apart from all the stops, you also have to go through Slovenian border control. As shammyjack has said the visit-croatia website is a great source of information, and I've found Anna (who runs the website) very helpfull. Rovinj is a great place, but there's a lot to see in Istria, as above, you really need a car to get around.
Edit - I've just seen that Ryanair are now flying to Pula,. This would be your best option.0
