What can my nephew claim - Not eligable for JSA

Hi
My nephew is 20 years of age , has not had a job and has only claimed JSA for about 6 months since he left school. Before people judge him, there has been a lot of upheaval and pain in his life to date but I have now managed to sort him out and start him on the correct path.
He has been kept by our family for all this time but with money tight we can no longer do this. He applied for JSA but was told that he was not eligable for this. He was given no further information.
I have looked on various web sites but I am unsure if he should claim for Income Support or JSA. He is looking for work, but if he was on JSA or income support there would be a chance of training or work experience.
I would be grateful for any information of what I can help him claim for and hope that there are courses available that would help in his quest for employment.

Income support will not be appropriate

Perhaps this organisation would help him into training, education or employment? People generally find the Job Centre quite dismal at training and work experience courses which tend to be aimed at the long term unemployed.

there are 2 types of JSA, contribution based which are based on your NI contributions in the last 2 full tax years (Apr 09/10 and Apr 10/11) which he may not qualify for depending on what he was doing during that time period
Income based which look at savings and, if with a partner, their income
If he does not have a partner or savings over £16k then he will qualify for income based JSA
Income support would come in to play if he was unable to work as he is a loan parent of carer0
