PSA Finance PLC Can't find my PPI?

I am hoping someone can help me, I am trying to claim PPI on a motor finance deal I got around 1999 - 2000 with PSA Finance PLC.
I do not have the original documents but I have found the finance number and Finance Company name from an old 2001 bank statement.
The finance company on my bank statement was PSA Finance PLC and I managed to get their details from the internet.
I have been on the phone to both PSA Finance PLC and Santander (who I was told apparently dealt with accounts from 2002) and I have written a complaints letter to Santander but they keep pushing me around between themselves as they cannot find my account details. PSA have told me anything over 10 years gets removed.
Due to all my calls and speaking to some helpful people (sometimes) it seems the finance deal was with PSA Finance PLC however I don't know what to do next?
I don't really want to use an online company to make my claim but I can't see any other way to find my account details?
Has anyone got an ideas?

Your complaint is against whoever sold you the policy, not the lender.
In the case of motor finance that is almost always the car dealer.
However, a 1999 sale predates the regulation of general insurance so it is almost certain that a complaint would not be even if you could prove PPI existed (which is itself unlikely).0
