Rip off Suppliers

On Saturday evening a Morrisons utility engineer working on a street gas leak problem
entered my home to check for any signs of gas leaks, of which there were none.
On seeing our meter he declared the gas meter governor to be faulty and would
need replacing, and if convenient to me a job he could do immediately,
I agreed and he proceeded.
On completion he declared a 2 bar drop in pressure, sealed the meter and left us with no gas,
telling us to call our supplier (British Gas) to come and resolve the problem, he had a zero gas leak policy
whereas British Gas had an up to a 4 bar latitude and and would be able to reconnect the supply.
A British Gas engineer arrived early Sunday morning and tested all gas appliances and failed
to find any leaks or problems, but he would not reconnect the gas as he would not override the
first engineers decision, although he confirmed the gas pressure drop of 2 bars was within acceptable
tolerance.
His solution to the problem was to have all gas pipes in the house replaced,
for which he is returning to give me a quote.
Allowing the pressure drop is in tolerance guide lines it seems it was just a chance to drum up some work, I feel I am being
conned into having unnecessary work done,
with needless cost with damage and disruption to my home.
Any ideas or thoughts would be appreciated
