    Ask for another heater, or see if you can move rooms, sunnier side of the street might make all the difference, I'd you really can't bear it just move hotels for rest of trip and complain to first one

    call the duty Manager and explain the room is not comfortable to sleep in. A comfortable room is a basic requirement of a hotel. I hope you are in a decent standard hotel in which case I would not envisage any difficulties. They cannot fix it if you do not communicate though.
