    I doubt that Royal Mail would be too fussed whether it was the Post Office or the poster that was to blame for the mistake as wither way, it is not Royal Mails fault.

    OP, i would pay it, and then take it up with the Post Office.

    If you had agreed a price for a courier service and paid the courier in advance to take the package you would expect them to deliver your parcel and they would not be able to change their minds and charge more.

    However this didn't happen here. The owner of the package (which is currently the sender and not you until you have got it) paid the wrong price to the Post Office for a service provided by a separate body, the Royal Mail.

    No. You are under no legal obligation to pay it. But legally Royal Mail can charge to let you collect it and not hand it over without payment.

    If you don't pay you can't collect and if there is a return address on the parcel it will be returned to sender.

    If you don't pay, don't collect and there is no address they will keep it for a while then dispose of it and you can quite legally tell the sender you never receieved it.

    Or if you want this specific parcel you will have to pay.

    I suppose it all depends on what the parcel is.
