118 golf online store ripping me off ? help ?

Hello i am new, i need advice about a small online shopping problem. i ordered some golf balls (£48 order) from a shop called "118 golf" online, and i never received them, after a couple of weeks i emailed them to ask what happened, got no reply, emailed a few more times, still no reply, (managed to find a phone number, not on their website) and spoke to a man who told me they had been sent. While he was not friendly or helpful, in the end he said he would issue a refund, but i waited and i was not refunded. I paid through paypal, and by the time i realised i was not going to get my order or the refund, it was over a 45 day limit by paypal, so they would not process my request for help with refund.
I send 1 email a week now, (order was placed/money was taken last october) and never receive a response , except 1 time, in january where i was told that i had been refunded, but on paypal there is no record of payment to my account, or refund.
While searching for their contact information i have come across some very similar stories to my own, and poor reviews of 118 golf.
is there anywhere i can report them, or anything i can do to get my money back? I imagine that they are ripping a lot of people off the way they have me, they ignore all emails, while saying on their website "contact email address for 24 hour response" , when calling them, the message is also to email them for 24 hour response.
Any advice appreciated thanks.

    Having passed the 45 day time limit PayPal have in place, your options are very limited. You can contact your card issuer to see if they can initiate a chargeback, however as PayPal was used as middle men they may not be able to do this. Failing that, you can look in to going to small claims court (moneyclaim.gov) - but it may not be worth it for such a small amount. Before doing so, make sure you research the company to determine if it has any assets and see if you have a real physical address and not a forwarding address, otherwise any claim is pretty much useless.

    You can report them to trading standards.
