Transferring credit card balances/improving credit score

Hello,

I have 3 credit cards which are due come out the initial promotional interest rate in the next 2 months, they will each move from 0% to 20% plus. I currently cannot get accepted for a lower rate card due to my credit score.

Question1: If my wife has a good credit score and gets accepted for a 0% credit card. Can she transfer my balance to her card?

Question 2: I have checked my credit report on line with Experian and Noodle. Experian said I had high limit on my 3 cards and this meant that I already had a lot of debt available to me. Therefore; I reduced the credit limits on all 3 cards to just above the current balances.

The noodle credit report said that I was using to high a proportion of my available debt.

Which is correct? Should I move my balances back to the highest limit to reduce the proportion used?

Thank for your help
