Benefits/materials required to insulate around window frames?

I've recently moved into a tenement property and I'm doing what I can to improve insulation and reduce power bills.
The property is double glazed (bar the bathroom) and I've found that blackout blinds with low emissivity film on them have made a real difference in the rooms where I've been able to fit them (fitting blinds 9' up a wall is far trickier than I'd imagined!)
The double glazing isn't up to much. It's wooden, looks to be pretty old and the timber frames are decidedly past their best (with some cracks and crumbling extremities).
Will insulating *around* the frames provide much benefit? There are definitely some draughts at the tops of the frames, but I suspect they're coming from the top of the frame (next to the seal? Excuse my ignorance re. the correct words!)
I'm trying to avoid putting seals around the tops/bottoms of these areas, as a couple of the windows are next to impossible to close once they are opened!
If I was to insulate around the frames - what would I use? Some sort of adhesive strip?
