Noisy Neighbour!!!!!

The house we live next to is a Housing Association house.
The house is occupied by a young lass and her 2 kids.
The father of the kids is there every evening and all day weekends but does not stay over night.
The father has a motorbike which itself is not a problem, but everytime he arrives he spends 10 minutes to half an hour revving the carp out of it, then when he leaves at night he again spends 10 minutes doing the same. This is normally about 8pm, but at weekends can be as late as 10pm.
It wouldn't be too bad but he parks the bike right outside their front door, which is right beside our front door so the noise is terrible.
It's been going on now for about 6 months and it's really getting on our nerves now.
Surely there is some rule against this?
Is there actually any reason to do it? (I'm not a biker so have no idea)
We get on very well with the young lass who lives there and her eldest plays with our kids so we don't want to cause any problems.
I was thinking about just contacting the HA anonymously to advise them of what is going on so they can have a word with them.
Any advice?

[SIZE=-1]To equate judgement and wisdom with occupation is at best . . . insulting.

I suspect he's a thoughtless tos##r who is only interested in his own wee world. Motorbikes are like cars nowadays and can be started and ridden off straight away, in olden days it was best to warm it up first but no need for that now, unless he has 30yr old bike?
Maybe try your local police or council regarding anti social behaviour, hes possibly in the land of an ASBO for reving away like that for no reason.
Buy yourself a Sherman Tank off eBay a blow it into the next town is another option0 -
Talk to her. Ask if there is a reason he does this. There is no mechanical reason to do this.We get on very well with the young lass who lives there and her eldest plays with our kids so we don't want to cause any problems.0 -
