can anyone give me a ball park figure or replacing an economy 7 boiler. both immersions seem to have failed. I am also getting slight leakage from the entry points ( ie the pipe and 2 immersion point\0 so thinking maybe they have shorted out ) but bottom of boiler seems dry.

You need to find out what the problem is. It might be the supply to the immersions, which is an electrical problem not a plumbing one.
If the cylinder operates at mains pressure (unvented, eg Megaflo) then the cylinders are a lot more expensive and you need a plumber with an unvented (GS3) ticket to do the work.A kind word lasts a minute, a skelped erse is sair for a day.0 -
It's not a boiler, it's a hot water tank fitted with a dual element immersion heater.
Both elements failing would seem to indicate a problem with the circuit, so a sparky is your first port of call.No free lunch, and no free laptop
