Cheapest replacment for rotting decking

Hi,
I am going to have to replace the decking in my garden. The previous owners laid it straight onto the ground, and the wood is now rotting dangerously - the timbers are literally cracking apart.
I've had a couple of quotes for replacing it with new decking (£1200) and block paving (£1350). I can't afford that much -would replacing it with gravel / pebbles or digging it all up and putting down turf be cheaper? Is there anything else I could do?
Thanks!

It depends on how large the area is.
Last time I looked, a 850kg bag of plain gravel cost less than £100 including delivery. That would cover maybe 5 square metres.
A roll of weed-control fabric to cover 5 square metres might cost £10. The previous owner of my house did this - it works, but it's not particularly pretty.
I suspect cheap turfs would cost about the same as gravel.
Both options are likely to be cheaper than decking.
In either case, you would need a wheelbarrow and a shovel - maybe £100.0
