Making a New Claim JSA

Hello first time poster.
Back in early November I received a sanction from the jobcentre for 17 weeks. I failed to apply for a job given to me by the Jobcentre, the reason was complex and I won't go into it here, nor does it matter, but as far as that is concerned, all I have to say is, lie to the jobcentre and you will be alright, tell the truth and you'll be sanctioned.
Anyhow.
It's been 16 weeks now since I signed off because I didn't see the point in signing on without receiving benefit, so my question is how long until i can make a new claim that sends me back to stage one JSA, instead of going back onto the dreadful work program.
If I make a new claim instead of a rapid reclaim will they treat me as a new claim or not?
I think it's 26 weeks but I'm not too sure if I make a New Claim instead of reclaim, can anyone please help me.

If you are already on the WP, you will be so if you make a claim within the next two years.0

Is that really the case, as I was told by my casemanager that the WP only lasts for one year.
