Frankly this article looks like an extended version of an old Fred Bassett cartoon. Fred looks at at a TV licence van and thinks "hmm I wonder how they work", his male owner comes into view, looks at the van in horror and then goes into a PO looking guilty while Fred thinks "ahh, that's how they work".0
