Mortgage holder different to owner

Can the name on the mortgage be different to the name on the deeds of a property.
E.G, can Mr A take out a mortgage for Mr B to be the owner.
E.G, can Mr A take out a mortgage for Mr B to be the owner.

All those named on the deeds must be party to the mortgage.
