Barring outgoing mobile calls with Sky

My boyfriend is going demented as his son is constantly running up huge phone bills calling mobile nos. He has been told by Sky that there is no call restriction option!!! Short of doing away with Sky is there any way of barring outgoing mobile nos?

There is by using an orchid dialler (though resourceful sons could be able to find a work round those). They are no longer on the market, but do come up for sale on ebay regularly.

In the old days, you just unplugged the phone, or installed a private Payphone. However, saying directly that calls to mobiles won't be tolerated should be enough, or impose sanctions thereafter.
