what declassifys a kitchen to being another room?

by removing cupboards, sink, then capping water and gas, would that declass it? how much would this cost roughly?

    Or: what would classify another room in the house as being a 'kitchen'? Interesting question - I don't know the answer (sorry!), but I'm interested in the reply, as we have a kitchen we would like to convert back to being just a 'room'.

    Why do you need to "declassify" it? Can't you just use it for whatever you want?
