One yr on, and we're in site of loosing concessionay travel

I might be wrong on this but I thought that in London, if a disabled person who needs a carer to help them around has a concessionary pass, then that carer is also able to travel with them for free.Now that would be interesting. My wife is UNDER 60, but reg.dis, I am the over 60. But she requires me to assist her as she cannot walk independently.
To be fair there's nothing stopping the concessionary pass holders paying full fare if they wish to travel before 9am. It makes me wonder - because seeing people trying to use passes before 9am, failing, and deciding to wait on the street and not travel at all is a fairly common occurence. Seeing people trying to use passes before 9am, failing, and then paying normal fare does happen too, but far less frequently. Why is that?Got to agree whats the hurry both go after 930 surely the rules are to stop the buses getting too full with old people during the morning rush hour.
Heaven forbid anyone suggest that there's a stigma attached to concessionary passes. To some extent London has overcome this by using cards that make readers go "beep" in the same way as the now very commonplace Oyster cards - however, the cards are still visibly different if people don't remove them from their original wallets. The Oyster cards have blue wallets, whereas the Freedom Passes have orange wallets - and as long as this colour distinction exists, so will the stigma, in my opinion.
