TFL PCN being dealt with third party company NSL services (Private Company)

I receved a ticket from TFL on the 25th october 2011 on a red route, I am severely disabled, blue badge holder who is suffering from Rheumatoid arthritis which can lead to substantial loss of functioning and mobility if not adequately treated and my doctor has told me that there is no cure for my specific condition as I have tried every possible therapy, due to this at times I am unable to walk safely without the aid of a stick. I am able to walk only extremely slowly, as my balance is precariously poor.

Because of my condition on the 25th October 2011 in the afternoon I was driven in my motability vehicle with my son driving on-route to the marketplace I was suddenly struck with pain and making an outcry as the pain was unbearable, when my son heard this he subsequently parked the car on a single red line away from the main road and did not block a school gate, parked on a zig-zag, or caused a huge traffic back-log by taking a break on a red route, in the process forgetting to display my blue badge.

I therefore asked my son to go to the marketplace instead of me as I won’t be able to walk because of my growing pain in my joints. My doctor always tells me “Prevention is better than cure”. . My son parked in a place where he could go to the marketplace quickly and come back quickly as I was in pain. Me and my grandchildren were in the car at the time. when I saw the community support officer issuing a ticket I tried getting out of the car but both the back doors had child lock on them, I tried taking the windows down but couldn’t because my son had locked them from the driver side for the safety of his children, thus I was waving at him as a last resort so maybe he could identify me as I was in pain, but no acknowledgement was apparent from the officer as he was issuing the ticket.

Whilst my son was in the shop getting my medicine it wasn’t even 5 minutes and I called my son saying that the car is being issued with a ticket, consequently he ran out of the shop to identify a community support officer (ST7413) issuing a parking ticket. As he got to the vehicle he asked the community support officer “Did you not see my mother and my kids in the vehicle”. The community support officer (ST7413) said “I saw your children and the keys in the ignition but I could not see your mother”. He was amazed with that reply saying “Is anyone sane enough to leave children and keys in the car without supervision”. The community support officer (ST7413) had no reply to that question but stated that he cannot do anything as he has already issued the ticket. My son then showed him the disabled badge and explained to the officer the situation why he parked where he did. The officer then took my blue badge number and name in which he said, “If you appeal the ticket will be waived as you are a blue badge holder and forgot to display it, I will also write on the notes that you forgot to display your blue badge”.

My informal appeal has been rejected. I sent another appeal yesterday after receiving the rejection letter.

    Did you post in the parking section, I can't see it. Don't forget that most forums go quieter at weekends.

    I can't find your pepipoo thread. If it's fallen off the front page you must bump it with another reply if you need more advice. They are too busy on there to look back at old threads beyond page one so it's up to you to keep it current.

    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(
