New Bush TV Playing Up

I'm posting here for ideas as the situation/geography's tricky ....
I bought a brand new TV here: http://www.argos.co.uk/static/Product/partNumber/5296974.htm
I plugged it in, connected the aerial, turned it on, it tuned itself in OK, but the picture has an almost static band of lighter blocks across the middle of the screen. Tried it a few times since and most of the time the picture comes on fine .... but as soon as somebody walks past the TV the picture goes choppy again - and doesn't re-stabilise once the person's gone.
This was all for a new resident in a new care home.
I checked with the owner if the previous resident had any trouble and was told they had a separate digi box. The owner of the home said they'd mention it at the TV shop and a man came out, but I wasn't there so no idea what the outcome is/was. When the man came out it was working fine until he walked past the telly, when it did the choppy picture again.
So, from a distance, I am trying to ascertain if it's likely to be the aerial/lead, or the TV. I don't know if a booster box would work, or not. And I need to work out what to do for the next time I visit so I can make sure it's resolved this week preferably.
What do you think it is? AErial? Signal strength? TV?

What sort of aerial do you have connected - internal, loft, or external?
What transmitter do you receive from?
What are the first 4 characters of your postcode?
It doesn't look to be that heavy or bulky, do you have a friend locally with good reception and could you take your new TV there and plug it into their aerial?Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0 -

Option would be for me to pack the TV up and bring it back here, which I can do, it's just a nuisance that I'd have preferred to avoid due to where the TV is - and the fact I am trying to settle somebody into the home after a sudden bereavement just last month, so didn't want to be f4nnying about unsettling them that "more things/whole life are going wrong", I wanted a smooth transition that was worry free.0 -
Definitely go into the menu and do a retune first if you haven't already. Also check in there in case you can see signal strength. Is there another TV you can use to test, or bring along a spare Freeview box and scart lead to test? Maybe the tuner in the TV isn't as good as the previous box.0
