Could it possibly be a simmer ring? Have you tried stripping it back to the nozzle and checking it's not blocked? My gas cooker requires the ring and burner plate to be very precisely positioned to get an even flame!

when you say simmer ring do you mean the black plates that lift of and have twotabs on the under side or the silver metal ring below this that is held in with a screw. thanks

Not quite. Sometimes you can have a burner that uses a smaller flame specifically for simmering. I have a black, circular plate standing on a silver-coloured raised plate. Both are removeable, exposing the actual gas nozzle. The nozzle may be blocked - use a cocktail stick to check it. Both the silver and black plates have to be in the right position or the flame will burn unevenly or not ignite at all! No screws visible anywhere.
