    I think everyone is getting bogged down in whether he had permission to borrow the items, or even whether companies allow staff to borrow them. Neither of those matters is in question - and in fact the OP has already told us that the company do permit borrowing items if you ask, because the witness evidence states that the (presumably) supervisor agreed to allow some tools to be borowed. The issue is that the witness saw other items being removed for which no permission had been given and those items subsequently disappeared. And it would appear that they disappeared within hours of OP's OH returning them, having been seen to have borrowed them without permission. Many staff are allowed to take work items home - but just because you can take the laptop doesn't mean that you can also take the printer, or five reams of paper. In our office, for example, people often work from home. They have laptops to enable them to do so. A controbution is made towards their broadband costs and they are provided with secure log-in keys to office systems. But if the want to take stationary, they must log into a book what they have taken, and whether it is for office use ( we aren't unreasonable - we recognise that they actually do need things!) or personal use, and in the latter case they must put the money for it into a jar. It costs them a lot less, because we buy in bulk, so there is a benefit. But we would take a similarly dim view of "borrowing" and not returning.

    I also hope he is not going to take anything else home from work after this! It just isn't worth the risk.
