Do I have any rights as a tenant to buy my 1 bedroom house? I have rented it since 2001 and I have tried to move for 5 years but am having little success. I earn a decent wage and think having the chance to buy this would be a step on the ladder towards getting a better place.
To be honest my housing office is less than useless and so I don’t really want to make him my first point of contact!

Hi
On the face of it (and not knowing your housing association) it seems unlikely that you will have the right to buy. You would only have this if you lived in your home at the time of a stock transfer from a council to the housing association and then you would have it as a 'preserved right'. It would have been explained in the 'offer document' at the time of the ballot for transfer.
However, you might have the right to acquire. Your tenancy agreement might tell you more about this.
Also have a look at the leaflet about it at the housing corporations' website. The housing corp are the watchdog for housing associations. http://www.housingcorp.gov.uk/server.php?show=nav.553
Ultimately you will need to ask your housing association. But they have complaints procedures you can use if the housing officer does not respond!
